The Scientific, Operations, and Administrative Resources (SOAR) to the National Institutes of Health (NIH) contract vehicle provides a wide range of support services to advance NIH's biomedical and behavioral research mission. Task orders issued under this indefinite-delivery/indefinite-quantity (IDIQ) contract encompass scientific research support, program management, administrative services, and technical resources across NIH's various institutes and centers. Specific services include clinical trial support, data analytics, bioinformatics, laboratory assistance, and general operational support for NIH's research programs, with a particular focus on substance abuse and addiction research at the National Institute on Drug Abuse (NIDA).
Task orders awarded under the SOAR vehicle typically range from small purchases of a few thousand dollars to multi-million dollar awards, with periods of performance generally extending through June 2026. Key prime contractors frequently winning task orders include Kelly Services, Inc., Axle Informatics, LLC, Medical Science & Computing, LLC, Gap Solutions, Inc., and 22nd Century Technologies, Inc. The majority of task orders are issued by NIDA, with work primarily performed in Maryland locations such as Bethesda and Rockville. Most awards do not carry small business set-aside designations. The vehicle enables NIH to flexibly access scientific and professional staffing support across a broad spectrum of specialties to meet the diverse needs of its research portfolio.
